There is a small piston or "pin" that locks the gear. It uses a spring and a keeper that presses against the VTC cover to create force against the pin. Oil pressure coming into the gear easily counters the spring pressure and unlocks the gear. When you take the gear apart, be careful that the spring and keeper dont shoot out.

If the gears are worn in I'd set the clearance to 0.003", if new you could go as tight as 0.002" since new gears will polish in. The manual tends to quote height above the case, and you subtract out the gasket thickness to get the gear to cover clearance. Anyway the Clark's and NORS gear clearances are very similar.
